JOB DESCRIPTIONDESCRIPTION OF DUTIES Accountable for implementing, developing, and overseeing all aspects of the client institution Community Reinvestment Act (CRA) Compliance Program with specific weight on developing and managing all facets of CRA lending program(s). Tasked with business development, CRA lending activities, and lender training. Responsible for observing federal regulatory environment, analyzing and deducing changes. Additional focus required on developing and suggesting programs, structures, and products that achieve technical compliance while balancing bank goals. CRUCIAL TASKS • Provide institution related support and undertake responsibility for special projects, establish data and formulate reports for executive management, auditors/examiners and other personnel as required. • Serve as the internal advocate for low-to-moderate income communities within the Bank. • Represent client institution at community events and function as a CRA/community development spokesperson and as required. • Tasked with managing the client institution’s relationship with local, regional and national nonprofit entities, community advocates, and events, political and municipal leaders concerning key issues impacting LMI communities. • Facilitate both internal and external partnerships and expedite projects to leverage resources to assistant in meeting the needs of underserved communities. • Directs CRA examination process. • Advises the client institution’s Compliance Officer, Executive Management and necessary personnel of evolving CRA issues and projected regulatory changes to guarantee compliance directives are maintained. • Serves as business development officer in relation to CRA lending opportunities. • Establishes training programs and provides training to commercial lending teams on identifying and developing CRA lending relationships. • Partner with Compliance Officer in developing yearly CRA self-assessment to determine capacities requiring heightened focus to meet customary performance goals and report to CRA Group. • Manages Community Development Department staff. • Advance, review and monitor CRA related policies and measures including total CRA strategy. • Oversees the development of establishing CRA lending goals with respect to HMDA, small business/small AG and community development borrowing. • Monitors regulatory environment regarding CRA issues overall and CRA lending issues specifically. • Establishes, partakes and upholds relationships with community based, charitable and not for profit organizations.
• Eight or more years CRA business development experience and a deep understanding of the procedural and subjective scope of compliance. • Experience leading and overseeing a team of employees
